As Chairman of the Payra Port Authority, Commodore Rahman spearheaded one of Bangladesh’s most significant post-independence infrastructure programs. He oversaw a $1 billion capital development project, implemented deep-water dredging initiatives, launched critical port infrastructure, and introduced bold carbon-reduction goals through electrification and digital modernization.

His naval command background enriches his deep strategic understanding of public-private partnerships, regulatory frameworks, and cross-border maritime collaborations. He was instrumental in securing 6,000 acres of strategic coastal land, executing feasibility studies, and establishing initial port operations that laid the groundwork for Payra Port’s long-term commercial success.
